With reference to a letter from this Department dated the 16th ultimo enclosing two Reports from the Local Auditor at Hong Kong, I am directed by the Comptroller and Auditor General to state for the information of the Secretary of State that he has received a further letter from Mr. Nicolle dated 19th June 1890, reporting that the preparation and transmission of the Accounts had been delayed owing to the illness of the Treasurer. It is stated by Mr. Nicolle that, upon his arrival in the Colony, he had impressed on the Colonial Treasurer the necessity of sending the Accounts home as early as possible, and that he was informed that their preparation would take some time and probably require extra assistance. Mr. Nicolle adds that, very shortly after, the Treasurer fell ill, and that "little or nothing has been done to prepare the Accounts
